Arresto Menor

Hi,
 I would like to seek help/advice regarding my husband's situation. hope anyone could help me.
 This is the scenario, last June 2 my husband confronted by asking  some minors (age 15) because one of their friend damaged the basketball ring he made for our sons. And he told them to pay for the damaged done, and the minors insisted that it is not them but their friend who already left. But my husband asked them for the repair cost and told them to pay at least 100 pesos for the welding.
 June 5, my husband received an invitation from our barangay to attend a hearing on that same day because the mother of 1 of the minor file a complaint against him. But he missed to attend, since it is a short notice. He was summoned again yesterday, June 19. During the hearing,board committee (lupon barangay) were present and the complainant and the minor. And it is sad that, 1 of the board member is the father of the minor, another one is the kumpare or ninong of the minor and other one is kumpare also. I told my husband to record every conversation that they will had during the meeting since for he has no companion during that meeting.
 When I got home, I asked him how's the hearing goes. And he told me that he was'nt even asked for his side. And on the recordings that he took, I heard the woman ( complainant) boasting that their clan is known to be matapang and all and even the barangay captain knows her. And even told my husband that she will beat him hard even though she's a woman. And also told my husband this " kung ipakulong kita ano mapapala ko sayo eh wala ka naman trabaho, baka mamatay ka pa dun sa gutom eh konsyensya ko pa. Eh baka nga 80,000 na pampyansa wala ka mailabas dahil patong patong na kaso ang isasampa ko sayo". And other degrading remarks from her. And she constantly  telling everyone there for him to admit that he  threatened her child ,  which is actually not true. The board does'nt let my husband talk and defend himself from the  harsh words. He even can't tell them his story and that he didn't threatened anyone, he only did was to ask apology repeatedly despite the mean words. Yes he did had an angry tone when he confronted the minors but it is just burst of anger because of what happened. My concern here is that during hearing before the barangay board committee, they should be the one arranging the dispute and yet it seems that they only side with the complainant. So where is the justice there?

1. Ask for the related members to inhibit themselves because of their personal bias.

2. In the first place, your husband should not have confronted the minors, especially without their parents around. He should have asked where there parents were, should have spoken to their parents instead.

3. This is such a small incident that was blown out of proportion and if your attitude is likewise prideful, you will end up spending money needlessly. Just apologize for the manner in which the children were confronted.
