Arresto Menor

Please help and need legal advice. May friend po ako nakadetaine with charges of alaram and scandal, resisting arrest and disrespecting a pulis officer. Meron tumutulong sa kanya na nagproprocess ng release papers niya at sinabi na 2,000.00 pesos each daw and bail nang bawat isang charges. Tama po ba ito or penalties lang ang dapat niyang bayaran at di naman kailangan ang bail ung mga ikinaso sa kanya. Ano po ang tamang process sa mga ikinaso sa kanya para siya makalabas?
