May nilalabag po ba sa batas ang institute (TESDA Accredited) na obligahin ang estudyante na magbayad ng graduation fee kahit na nagsabi ang estudyante na hindi sya aatend ng grad?

Tama po ba yun na kahit di daw umattend e magbabayad parin ng graduation fee na 3500?

a government agencies regulations are considered valid unless overturned by the supervisory power or by the court. i do not believe that there is any law that will directly answer your question. your remedy is to file complaint with the head of TESDA and elevate it if rejected.
