Need Legal advice against (Non-Refundable) of reservation fee for house & lot property

Gusto ko lang po humingi ng LEGAL advise kong Legal po ba ang (Non-Refundable) of reservation fee for house & lot property. Kapag po ba pina cancelled mo ang reservation mo sa kinuha mo na house and lot. Ito po ba ay Legal? at nasa batas po ba ng ating bansa na hindi na pwedi ma refund ang reservation payment mo ?. Kong Legal po ito anong Republic Act no. po ito makikita or Presindential Decree no. po ito makikita. Kong illegal po ito saan po ako pede lumapit na government agency para humingi legal assistance para makuha ko ang reservation fee ko.
