NEED ADVICE FOR FAILURE REFUND FRANCHISE FEE UPON AGREEMENT

hello po i've searching for someone who can give me legal advice what legal action to take para po sa UV EXPRESS FRANCHISE FEE refund from our agent. APRIL 2015 po kami nagbayad ng full franchise fee of 230,000 and up to now wala pa din ang PRANKISA namin. At first po kasi sabi sa amin within 5 months po uang binigay na time frame sa amin to have the franchise and then after 5 months due wala pong PRANKISA so nag-extend nang nag-extend po yung palugit.after many many months past we decided to asked for the refund and she agreed naman po nag-issue po sya ng cheke 230,000 at nagbounce. nakipgameet-up po uli ang brother at nagsabi ang agent ng mga excuses kaya di daw nya napondohan so humingi ulit siya ng additional a month extension until this AUGUST 2016 nakipag negotiate na kami na irefund ang pera and once PRANKISA is already available she can have it back. We thought that we finally made a good agreement she issued a again bounced cheque. we made a written refund agreement and have it notarized dated OCTOBER 10,2016 and she failed.Now we want to file a complain paano po ba magandang gawin since ayaw na din namin umabot pa sa court we just want our money back po....
