Arresto Menor

I want to seek advice about the loan I incurred against Advance Credit Corporation. I never passed on my weekly payment until this week. I have a pisonet which is currently hit by stiff competition kaya mahina talaga siya. This week, I was not able to pay but I promised to pay the two weekly installments next week. What I do not get is the response of the collector which was I cannot pay the two weekly payments next week but that I am obliged to pay the weekly collection tomorrow at their office. Also, I remember that their office said that I am allowed 3x to pass payment and now the collector is saying it is only three days. I am concerned because they said that they will ask a 10% of the amount loaned as penalty if I violate any of the agreement. Also, I want to clarify this, on the day that they released my loan, they forced me to buy dishwashing which they deducted from my loan. I resisted but they said I have no choice but to buy their product. May I ask if all of these are part of fair practices in lending.

Also is the bill Fair Debt Collection and Practices Act by Senator Santiago passed the final reading and now part of the laws of the country?
