Arresto Menor

How is the separation of property done if the couple was married abroad.  Husband is Filipino citizen and the wife is Austrian. Divorce was already granted in Austria.  They have a condo unit in the Philippines plus a joint loan in Austria that the wife is paying alone.  Can the wife get the ownership of the condo given the fact that the ex-husband is not paying the  debt?   What are the procedures?
