Arresto Menor

Hi my name is John po and I have a friend who asked me to contact you if there was really case filed against his name last 2013, its been 3 years now but we haven't received anything from anyone its just a threat of a person na makukulong daw yung friend ko? can we file a case against that person for threatening him?, my friend has been down these past few days because of that threat although it was not sure, that's why I am contacting to seek for a help and what are the possible actions that we need to do in this situation.
