VP bullying a Manager

Good day sir/madam, I am seeking advice for my wife who works in a premier bank. My wife is already more than 20 years in service, she is in the management level for the past 5 years. 2 or three years ago her new boss came, and from that day.., Every time she comes home from work, most of the time she cries. I cannot tolerate anymore how her superior treats her.

My wife is tormented, always verbally abused and humiliated and is now traumatized. This has greatly affected her performance. Most people in the workplace are aware of my wife's boss' attitude and character towards her subordinates.., but no one seems brave enough to speak of her attitude. What can we do to prevent this from happening (Bullying). My wife already asked her company to be transferred but, her effort was futile.

Please help.
