Arresto Menor

I believe that affidavits duly notarized are binding as far as the person attesting to it is concerned, ergo, the "truth" is within the scope of his/her perceptive ability and capacity as a human being bound by the limits of the senses and intelligence, my question is:"How can an affidavit be legally binding beyond the scope of the attester?"
