Dear Moderator,

A recent E-learning (Blended Online System) program for Bachelor of Science in Respiratory Therapy was opened by a College. It is using the old curriculum. The target is for non-BSRT eg. BSN, BSMT, Certificate in Pulmonary Therapy graduates already employed as Respiratory Therapists or Respiratory Technician to graduate BSRT as an eligibility requirement for the RT Licensure Examination under RA 10024. The law has "Grand Fathers Clause" deadline last 2014. 3 years with licensure examination conducted.

Is it legal for the school to add as a requirement "active membership in Association of Respiratory Care Practitioners of the Philippines" to enroll in this program? Does it violate the basic right to education? What if the person is not a member, or does not want to become a member? Or is a member of another professional respiratory therapy organization?

It seems odd that an undergraduate program will ask for active membership in a professional organization. The professional organization is an AIPO.
