Arresto Menor

Hello, i would like to ask for an advice.
We have 6 months unpaid meralco bill since last year.. After a year, we received a demand letter stating that we need to settle our payments or else they will they will refer the matter to their Legal Department.
I wanna know if they can file a case against us because we are currently unable to settle it because we dont have money for now and they say we need to pay 10 days upon receipt.
Please help us. Thankyou.
