My passed away a yrs ago. And he left us unpaid irrigation billings...
My question is who would pay this unpaid bills?

For instance electric depts follow the PROPERTY undepending of who own it, so I SUPPOUSE it's the same in your case. So you need to think of that when you split the inheritance if you don't split the property equal.

The estate of the deceased is liable to pay for the unpaid debts that he has, as provided for in our New Civil Code.

The abovementioned statement simply means that yung nag-aayos ng distribution ng mga natirang kagamitan at pera ng iyong asawa ay yung liable na magbayad nung mga natirang di nabayaran na mga utang. Kasama na rin doon yung unpaid bills.
