Arresto Menor

hello, we are a group of LGU employees which have applied a 3 months moratorium on our debt with Land Bank in accordance with the Memorandum of The President of the Philippines, Benigno Aquino issued in relation with the Typhoon Yolanda disaster.The said application for moratorium was duly approved by the bank. The question is: Are we still obliged to pay a penalty and interest for that certain period.Hoping for your immediate respond on this matter,Thank you.
