3. Its conditions or methods of business is such as to render its proceedings hazardous to the
public or to its policy holders
4. That its paid up capital stock, or its available cash assets, or its security deposits, as the
case may be, is impaired or deficient
5. That the margin of solvency required of each company is deficient
