Arresto Menor

I am a dual citizen (American and Filipino).  I was born and raised in the US, and I came here(The Philippines) in 2005. I am currently a home based online ESL(English as a second language) teacher. I work for a company that is based out of Beijing China(they are operating out of Ortigas(BIR registered blah blah).  Recently, I heard that this company is now hiring Americans and Europeans. They are paid a premium due to the "neutral accent" (which I have).  I inquired about this and the recruiter told me  " China admin is now looking for Caucasians". So even though I speak American English, and I am over qualified for the job he told me no. He could not see what I look like because this conversation took place via SKYPE (in the chatbox, not a video or audio call). So I have proof of this. Is this legal? He basically told me I  cant get the premium because I am not pure white. It does not have anything to do with my work ethic ,or my many years of ESL experience, or my "American English".  Can somebody please tell me if this is legal or not?? I am guessing this has more to do with company politics (at a low level. Recruitment etc.).  I am not sure if this is the view of the company or just one individual. Help me out! pale
