Right of way as a storage space

Our situation is that A and B have provided a perpetual right of way to C who lives at the back part of the land. A and B pays for estate tax of the right of way. C is putting his things on the provided right of way making it look like a storage area. C insists that the provided right of way is his right and he can put anything on it (old refrigerator, aircon for repairs - he is a mechanic). A and B would like to demand that C remove the things on the said right of way since it is becoming an eye sore and a fire hazard, the children can't play in that area as well.

Question, can A and C demand that he remove the things on the provided right of way since A + C is paying the real estate tax and it is a fire hazard? Or can we just demand that C pay for the right of way and let him do what he wants with it because it is his right?

Well. It's a right of WAY.
NOT a right of STORAGE...
If C don't need the space for right of way, then he don't need that space...

Point that out for C.
If that don't help, go to the Baranggay Captain.

I would NOT give C that option, because then the hazzards will be left. So that's LAST alternative if no other solution is reached.
