No. Service Incentive Leave is convertible to cash if not used within the year, as provided in our Labor Code. It is the employee's right to use such leave as he deems fit.
It is another case, however, if there are specific company policies that have been agreed upon by both employer and employee in regards to the forced usage of the SIL within the year. If that is the case, then I highly suggest you go to the nearest Regional DOLE office and ask a representative if such a policy is against the law.
