My colleague submitted her resignation letter last December and her last day of work is supposed to be January pa but our employer ask for an extension for them to have time to hire for a replacement and para there will be a proper turn over daw so inaaccept naman. But until now July na wala pa rin yung replacement niya ang she doesnt want to report na sa companya namin pero natatakot siya baka hindi siya bibigyan ng COE or she may not able to get her last pay. Can she still get a COE if ever hindi na siya magrereport since matagal na naman yung nageffect yunng last day of work nya.

I suggest that your co-worker should write a letter signifying her desire to end the extension. In the letter, give the company a deadline. Mention also circumstances that makes it imperative to discontinue going to work. Make sure that the letter will be received and properly marked as such.
