Obligation for explanation by an officer at the airport Custom;

Arresto Menor

Hi, I am a permanent resident here in the Philippines.
Recently when I came back to the Philippines from my origin,
I brought some items such as plastic containers and Iphones, were charged tax upon the airport custom area.

I knew that all the article except for the items or conditions exempted will be subject to import tax and VAT.

And when they directly said the tax amount,
I asked them, [could you let me know the computation or basis? And your(custom officer's) name] so that I could also verify if the amount is reasonable or right.

Then, one officer said, [it means that am lying?] with somehow emotion. And not reveling their identity.

I just wanted to have the explanation and if it is wrong or over due?

Well, my point is;

Regarding the situation, the government officers have a right to hide their identification in their transactions?

And what actions could we take in that situation?

I am thinking that OR given by the government is the proof of the payment but it does not mean the due was right or appropriate.

So, even thought they said giving OR will be my proof, what if the computation had error or wrong due?

I just would like to ask your opinion and answer.

Thank you.
