My boss's grudge is affecting my work. He previously made offensive remarks about my religion because he cannot find anything wrong with my work ethics. He bullied me by goading my teammates to gang up on me, made me feel degraded and mocked me to the point of breakdown (I was almost sent to ER) I want to know if I can file unjust vexation, or any other case against him, and if it's a criminal offense, meaning will he have a criminal record? He has been getting away with it because management does nothing.

Check your company's code of conduct regarding his violation and file with the higher management, or go to DOLE and consult with them.
