Could somebody please point out to me the law that allows Davao City Water District to add a prior unpaid water account bill, by the previous property owner, onto my account?
UPDATE 091314: I persisted in arguing with DCWD and eventually lied and said that the Professor of Law at University of Mindanao was unable to find a law that made this legal and they immediately deducted this amount from my water bill.
