Dear Sir/Ma'am,

Good day! My father is an employee of a certain hospital in Metro Manila which is government owned. He retired last week, after working there for around 40 years and was getting his clearance when the legal personnel of said hospital refuse to sign because of a certain case of thief which involves the department he was in. The said case occurred last December of 2010, between span of Christmas to new year that year (2010-2011). During that time my father was on a 10-days leave and was on the province which he do yearly except on times when we his family come to Manila to spend Christmas with him. My father is the poreman of said department. He was on leave when the crime happen but the vicinity is secured and the thief will take atleast 2-days to detached the stolen items. The crime looks like an inside job by the workers (under supervision by my father). Does he, being the superior of said workers, bear responsibility on what happen even if he wasn't at work and there are security personnel at all times? The police investigated but no news on the progress of investigation. My father has documents that will prove he was not at work during the time said thief happen and there are people on duty the personnels-in-charge and security officers in the hospital. Also, the said hospital has not file any case on anyone regarding the matter. I ask this because we fear that the hospital will keep using this said case being still under investigation even after more than four years to refuse to sign his clearance. He was ask to report next week to see if the case is solve, but in case this continue (hopefully it doesn't) I would like to ask what action can my father take to get his benefits. I believe that if the hospital wants to solve the issue they could have done it way earlier after the time happens and fears they are using it as a leverage to denied people's clearance.
