Sold but unpaid for 3 yrs. Client wants to return but slightly used.

I have a good friend who has a small shop selling security surveillance system.

They have a client whom they did a demo of the system. Then received a conforme of the quotation signifying the client wished to buy.
The goods have been delivered 3 years ago.
However, client did not pay.
It has been 3 yrs.
Now, client claims it is slightly used and wants to return the product.

The conforme of the quotation is as good as a contract and may be fully enforced, am i right? The client signed on it.

It is reasonable to ask for a 35% to about 40% of the actual contract price because the product have been used and it has been 3 yrs already?

I wish to help them as the amount involved is over 50k.
What legal action can my friend take?
It seems that the client is abusing already and taking advantage of my friend.

they can either agree to an acceptable settlement (really up to them how) or your friend can file a small claims case against the client. rules on sc.judiciary.gov.ph

Good pm, Atty, isnt the small claims pertaining to transactions below P 10,000?
Theirs is over P 50,000.
