Good morning,

my 1st birth certificate has my biological father's surname "A". Born 1979, registered in Cebu.
my 2nd birth certificate uses my step-father's surname "B", which was registered late on 1998 in Samar.
I was not adopted by my step father. I am using surname "B" for all my documents (passport, TOR, licenses, SSS, insurance, etc...).

I tried to get an NSO copy of the birth cert last month, but birth cert using surname "A" came up and now, as per NSO, I have to use this birth cert as per their updated files.

I am here abroad and planning to get married. This is the document that is holding-up my planned marriage.

Can I have my 1st birth cert nullified?
What legal actions should I do?

Please advise me on this.
