Employer Denies to Give Clearance and Certificate of Delayed Clearance

I just want to seek help sana regaring my previous employer who's can't give me a certificate?
For you to understand my situation po, I am employed previously kasi to a company that offers services and also a reseller of a certain product and having said that, marami pong competitors.
I resigned last Feb 7, even if I have a contract kasi I had a training worth 25K, but the contract cost is 50K kasi the company is always doubling up the price of the training cost for the contract cost.
So un po, we had an agreement before na 25K bayaran ko(training cost) and with the agreement na hindi ako magaapply sa competitor ng 1 year, hanggang Feb 7, 2015. So ang clearance ko po is nakahold until Feb 7, 2015. Ngayon po, nagapply ako sa iba and kelangan kasi ng clearance. Since hindi po nila ako mabibigyan daw ng clearance, nanghihingi ako ng certificate na ung clearance ko ay nakahold until Feb 7,2015 kasi bawal ako magapply sa competitor. Pero they cannot issue daw po ung ganun.
Gusto ko po sana itanong ang mga rights ko regarding this concern and ano mga pwede kong gawin.

just ask for certificate of employment.. then explain your situation about the clearance to your new employer.. to follow kamo.
