Arresto Menor

I am a tourist buying an item that is broken, i turn to the seller an i get a new one but also broken. now it my 3. and aften about 2 months its also broken and the seller refuses to give me the money, but want to give me a 4. item.

my question:
i know it is illegal to refuse a full refund of this kind i my country but what are my rights here ?
