Can I sue estafa?/ better yet what - what proper legal action to do

what is the best thing that I can do to sue the person that borrowed Php 3000 from me? I did convince him to sign a paper that states the date of his payment. Is it ok to sue him even though the paper had no notary of an attorney? The person is my former dormate, and he left the dormitory permanently without informing me,but I think he's here within Metro Manila since he is working on a call center company.

What is the proper legal action should I do?

Sir, what is that "small claims on court?" and how will I start to file small claims on court? I have no idea.
