i have a friend who works as a project engineer in the construction of a waste-water processing plant somewhere in the visayas. the project has long been delayed and the turn-over schedule has not been met yet. supposedly, the investor filed an estafa case against the company constructing the plant. my questions are: (1) is there a legal basis for the filing of the estafa case? (2) is there probable cause for my friend to be included in the case considering that she's just an employee of the company? furthermore, she was also mentioned on a separate complaint regarding an expired prc license at the time of her employment as project engineer. she has since renewed her license and have presented them to the complainant. has she broken any law by practicing her profession UNKNOWINGLY with an expired prc license? many thanks in advance!
