Can  the offened party file a case in the Philippines if a person outside the Philippines posted a libelous remark on his facebook account and it was read by 2-3 persons in the Philippines?

Is the offender a Filipino citizen? if so, then you can, if not, its not under Philippines jurisdiction.

Well! you can't sue him/her if he/she can't respond to your complaint. That's why people do leave the country if they have an opportunity.

Di ba po if hindii mgbigay ng counter affidavit ang respondent resolve ni fiscal ang case based on the complaint afidavit?

Ano specific case or rule basis niyo sa sinansabi niyo ? Thanks
