Complicated marriage status and wife's rights

Arresto Menor

Mom and dad were married here in PH. Dad goes to US. He wanted to remarry there so he sent divorce papers to mom here in PH. Mom signed. Dad married an American. Basically, that was the story. Now, mom wants to know what rights she has with regards to monetary and property rights. Also, what is the status of their marriage here in PH since I think the divorce was only applicable in the US. Thanks for help
