I bought a gadget online and paid Via Money Pera Padala, the item wasnt delivered to me, what can I do legally?

its been a week already, I cannot contact the seller anymore. I paid via Pera padala or Money Remittance.

What can I do? Can I trace that assh-ole? Can I sue him?
