INTERMENT SERVICE FOR SENIOR CITIZEN

Good morning, I just want to seek advice regarding the interment service we contracted from Sto. Rosario Memorial park, we were ask to pay the interment fee of Php 24,000.00 for my 72 year old father who passed away last month, after paying the said amount in the bank, i asked them why they did not give us senior citizen discount just like what Loyola Memorial did. They just told us na "All-in package na daw un". Another thing, the place where my father was buried on 7/24/13 is still the same pag punta namin kahapon, hindi pa napatag ang lupa at wala pa ding bermuda grass na kasama sa "all-in ". Kung pano namin sya iniwan ng inilibing. Twice a week nagpupunta kami at nagtatanong. I came from a week long stay sa hospital and when we visited the place kahapon,wala pa ding pagbabago. the caretakers has only this to say,"Hinihintay pa po namin, ang office kase ang magpapadala nun at usually naghihintay po sila ng kasabay mga 5-10 patay bago nila dalhin ang bermuda". Ano po ang puwede naming gawing aksyon dito?
