Arresto Menor

my father married a philipina
the woman was married before with 4 children in the philippines
there is no divorce in the Philippines
the woman had no paper work to say the 1st marriage was annulled
the woman had no death certificate to say 1st husband was dead
the woman married in her maiden name
the woman went back to the Philippines taking all the wealth
there is also a business in the philippines
I would like to know is this bigamy and what can I do about this problem
