Seeking legal advice about apartment deposit

Great day! I am Alfred and I previously rented a townhouse in Rizal. The owner failed to give the contract and we stayed there for two months. We moved out of the said townhouse and we settled our bills and the owner of the house just gave us half of the 3,500 deposit. He said that he is still waiting for the 9 days of water bill that we used. We complied and the water bill is 58 pesos. They texted me that they will less the 58 pesos to the 1,750 (half of 3,500 deposit). Until now, they are not responding to our texts and they are not giving our money back. I am not after the money right now. I just want to know what case that I can file against them regarding their actions. We live 30 to 60 minutes away from the said apartment and we paid all of our responsibilities and they are not responding to our texts. Can I know what case should I file against them and if there is a case that I can file, how can I file it? Thanks and God bless.
