Qualified theft

I just want to seek some advice.

My sister was arrested by the virtue of Warrant of Arrest; the case "Qualified Theft" and is no bail recommended. Actually, she is just one of the two, the other person already flew away out of the country and currently my sister is detained in Biñan, Laguna City Jail while the case is being heard. According to the case filed, she "allegedly" stole PHP800,000.00.

Yes, she admits that sometimes she was forced to somehow get money from the register because of some financial difficulties but not PHP 800,000.00 - may be 200K or less and the other person got 300K.

What are our chances to win this? We are trying to just settle it off the court. Can you help me and give me advice on what would be the best to do?

One thing more, I just want to ask if we will get a lawyer in PAO? Are we qualified? since my sister was accused? Are we going to approach PAO in Parañaque where we live or in Biñan, where she was detained / where the case is hearing.
