Arresto Menor

This is my concern. Last december 2012, i already secured a clearance na wala napo akong deliverables from my previous area of assignment. They assigned new person as my replacement for i was able to transfer to another area of assignment. The project was completed and the new assigned was cleared. On december 2013, my agency claimed na may mga deliverables pa sa dating area na hindi na comply. My salary was hold and as of june 2013, naging stale cheque n po ito. Pati salary ko sa june2013 was hold. Ano po bang dapat kong gawin? Wat shud be thelegal action na gaawin ko? Please help
