My father and mother were legally married since 1974. However, my mother died 11 years ago. Late last year, my father requested for a cenomar. His marriage with my mother did not appear in the said document.

1. Is this really the case for a cenomar of a widower? Will the former marriage really not appear?

2. If not, what can my father do to change that? What are the requirements and the process?

Yes. It was registered at NSO. That is why we were wondering why it did not show up.
