Arresto Menor

We filed a case against a big corporation for the return of the a land title way back in 1996. To make the long story short, the case was decided by the Supreme Court in our favor and was sent back to the RTC for implementation.

The court issued a writ and the sheriff served it but the other party did not return it.

It has been 2 almost years since the RTC issued a writ of execution directing the the other party to return the title. After long years of legal battles at the 3 levels of courts, I'm sure anyone would find it frustrating and we are now in great doubt about the justice system in the country, particularly if you are up against an opponent with huge financial resources.

My questions are:

How can anyone just blatantly defy a writ of execution? Can anyone explain this?
Does Justice have a peephole in her blindfold that can allow her to perceive Money and favor the one that's got it?

Are there other legal remedies in this case?
