wrongly accused of child abuse

This is my first post. I'm posting in behalf of a friend. He lives in a depressed area where one of the neighbors always engages in fights with other neighbors. This quarrelsome neighbor would then file a case at the barangay and at the women's desk that her young daughter was physically or verbally abused by the other neighbor. At one point one neighbor was actually arrested. One, upon learning of charges against her, got scared and actually went into a monetary settlement with quarrelsome neighbor. My friend, being an officer of the area's association acted by supporting a petition asking the baranggay to help expel the quarrelsome neighbor from the area. Upon learning this, the quarrelsome neighbor did the same modus operandi against my friend and his other co-officers in the association. They just learned that cases of child abuse were filed against them at the barangay and the womens desk, when they hardly interact with the quarrelsome neighbor and their family and kids! What can they do in a situation like this? Any advice please. Thank you.
