Dear Friends,

For nearly two years up to last week, we lived in a unit in three-storey apartment compound having a total of around 30 units. My question is regarding utilities. While each unit had separate electricity meters and we paid directly to Meralco, the subscription/payment to Maynilad was in a lone account. The landlord maintained sub-meters for all units from which he computed our water fees which were outrageous (ranging in average from 1,000-1,500 pesos for some units). May I know if he should have issued us official receipts for the said water payments? He only gave us sheets of paper which do not pass for ORs.

To me, the "sheets of paper" are more of a water billing statement indicating the meter-reading and the corresponding amount that you have to pay.

Maybe what you are asking for is an acknowledgment of receipt of payment. Then, on that same "sheet of paper" make your landlord sign attesting to the payment you made regarding your share of the total water bill.

If you are asking for something like an "official receipt" I do not think your landlord can issue that because he is not in the business of selling you water.
