Arresto Menor

Hi,

I'm still employed in my current company, for more than a year now. I requested for a COE bec it's part of the requirements for overseas employment and their reply was that they don't issue the COE for local/overseas work reasons. I am of good standing within the company and I just can't see any valid reason for their refusal.

Is this legal at all? What can I do about this?
