Is it legal for a school to insist a number of units that doubles the requirement of the PRC?

I would like to make an inquiry regarding PRC’s updated guidelines in earning units for Education.

I am a Registered Nurse and PRC license holder. As of now, I am planning to pursue a career on education which means I have to earn units for education.

Last year, I have learned from PRC’s official website that only require 18 units for education in order for a student to take the Licensure Examination for Teachers.

However, during my enrollment this summer in a local college, I was told that the PRC has issued a new memorandum that a student has to take 30 units in order to take the LET exam. But I can't really find where this memo has been posted.

I really hope to get a response from anyone regarding this and also some suggestions of how I could lawfully insist (if PRC still requires 18 units) enrolling only 18 units instead of 30 education units to prevent unnecessary spending of money and time.
By the way this is a private college.

Also, if still the school insist that PRC requires 30 units. Can I still enroll at least 18 units then get my transcript to take the LET exam. thank you.. appreciate it a lot. Smile
