Arresto Menor

The hr already sent their reply regarding my response on the summary report that my boss gave me. They are not rehiring my contract, no reason stated in the reply letter. Can I still file a complaint regarding workplace harassment or bullying? Is this the only ground that i can file against my boss, though in the summary report, all of the accusations are based on hearsays.
