Question about divorce

I have meet this Philapino girl here in Sweden. This girl meets requierments for Paragraf two, Article 26 in the Family code. But my question is that for her to file for the divorce does she need to go back to Philippines or can she send a letter to the Suprem court?

if she had a foreigner husband who divorced her, the fact of divorce has to be recognized by the courts here through court proceedings to recognize the foreign judgment. it cannot be through a mere letter.
