Is it true that one can only file a civil case with in the city where the plaintiff is a registered voter? If true, What will be the grounds for filling such a case (collection of sum of money)?

No. It is not true. If we are talking about the venue, plaintiff has the option to file the case to the proper court where he is a resident, or where the respondent is a resident. If they have agreed upon a different venue, then it is at the proper court at the place they have previously stipulated.

personal actions may be commenced and tried where the plaintiff or any of the principal plaintiffs resides, or where the defendant or any of the principal defendants resides, or in the case of a non-resident defendant where he may be found, at the election of the plaintiff.
