Can we sue developers for breach of contract?

my sister purchased a property last 2011 in Profriends. we are done paying down payments.
According to their agreement(s) the construction will only last for 13 to 15th months.And after that we can now move on the said property and we will start paying our obligations to the bank since were under bank financing.

Until now we haven't heard any thing from them to when can we move in the said property. Can we actually sue them or can we just atleast withdraw our payments because we really wanted to move just in time before my sister took her vacation.
