Can I sell EP farm land but the title is from the previous owner?

I bought a farm land from a man who's wife passed away already. I have the deed of extrajudicial sale signed by all children and the husband. However, I have a problem transfering the title to my name because although the husband has paid off his mortgage with Landbank, they decline to issue the release of mortgage because according to the man in charge, the name on the title (deceased wife) is different from the record they have in Landbank which is the husband's name and they need the FSD from DAR. DAR could not produce the FSD and the man at the landbank said it could take years before it could be done if it would ever get done. What should be the solution or am I doomed? Thanks.
