Good day,

My mom filed a concubinage case against my father back in 2000, he never attended any hearing until he heard nothing from it. Now, he wasn't able to get an NBI clearance because of that case. They said to him he has to go to the RTC but really they didn't go into details on what he should do. If we file an affidavit of desistance for this case, will this help us clear his name and be able to get an NBI clearance for him? How long does it usually take to process this?
