Arresto Menor

gud day.this refers to our homeowners association treasurer admission that he uses members contribution for personal use with out authorization from members.can we file a case of estafa or what type of case.can we file this directly to fiscals office.he also claimed that other officers do the same and in his case he only took smaller amount equivalent to 30K.what else do we need to support our case if any.TY hoping for your response.
